Gempa skala 7 menggoyang Haiti

Gempa dengan kekuatan skala Richter 7.0 telah menyerang bagian selatan dari ibukota Haiti, Port-au-Prince dan dikhawatirkan telah menelan ratusan korban tewas. Dalam kurun waktu 1 menit, gempa tersebut menggoyang ibukota dan menghancurkan Markas Besar Misi PBB di Haiti (MINUSTAH) dan istana kepresidenan, serta ratusan bangunan lainnya. Gempa ini adalah bencana terburuk Haiti dalam kurun 2 abad terakhir.

Menurut laporan yang dikutip dari beberapa sumber, UN News dan dari rekan-rekan sesama UN staff yang memberi khabar via telepon pagi ini, sejumlah besar personil staff PBB di Haiti telah dilaporkan hilang.

The capital fell into total darkness overnight, with many people sleeping outside amid fear of more aftershocks. Describing the earthquake as a “catastrophe”, Haiti’s envoy to the US said the cost of the damage could run into billions.

A number of nations, including the US, UK and Venezuela, are gearing up to send aid. The quake, which struck about 15km (10 miles) south-west of Port-au-Prince, was quickly followed by two strong aftershocks of 5.9 and 5.5 magnitude.

The tremor hit at 1653 (2153 GMT) on Tuesday, the US Geological Survey said. Phone lines to the country failed shortly afterwards. There is still no official word on casualties and the extent of the devastation will only become clearer after dawn breaks in the next hour or so. Aid workers and reporters at the scene estimate the number of dead to be in the hundreds or even thousands.

UN Secretary General Ban Ki-moon said: “My heart goes out to the people of Haiti after this devastating earthquake.”

Q: Can you tell us about the casualties? I’m sorry but we need to start with that. Do you have any figures?

Le Roy: We don’t have any figures for the time being. But we know clearly it is a tragedy for Haiti, and a tragedy for the UN, and especially for the UN peacekeeping mission in Haiti – the MINUSTAH. The only figures we have are the figures of MINUSTAH. All together, we are more than 9,000 uniformed personnel, 490 international civilian personnel, and 1,200 local civilian staff, and 200 United Nations Volunteers. And I didn’t mention, among the troops are 7,000 troops and 2,000 policemen. That is the total figure of MINUSTAH.

As far as we know, the main building that was the Headquarters building called the Hotel Christopher has collapsed. As far as we speak, some of our troops – mostly Brazilian troops – are surrounding the building and trying to rescue the people from the main headquarters. As we speak, no-one has been rescued from this main headquarters, but we don’t know how many people were in the building when the collapse happened. It happened a little after five o’clock, and we don’t know how many people were in the building at the time, so we don’t have any number of casualties for the time being.

I am here, of course, with Susanna Malcorra, Head of Field Support, and Edmond Mulet, who is, as you all know, the former SRSG for Haiti.

Q: Any word on Mr. [Hédi] Annabi [current Special Representative of the Secretary-General for Haiti]?

Le Roy: No, we haven’t heard from Mr. Annabi. We just know that he was in the building, as were many others. But we don’t know how many others at the time of the collapse.

Q: You know he was in the building at the time?

Le Roy: Yes.

Q: Do you have any casualties on the UN side confirmed for now?

Le Roy: No. We don’t have figures of casualties. We know there will be casualties. But we cannot give figures for the time being.

Q: Could you describe the building? How tall?

Mulet: This is a building that was built in the early 60s. It is five storeys tall; concrete; reinforced concrete building; very solid. The headquarters of MINUSTAH has been there for the last four years. The Force Commander’s office is there. The Police Commissioner’s office is there. All the political section officers are there. MINUSTAH has two headquarters. This one in this building, and down near the airport in [inaudible], which is the logistical base. That one was also damaged, but not seriously. Next to that logistical base is the Argentinian hospital Level II – that was also damaged but not severely and is operating now and functioning with no problem, and receiving victims of the earthquake right now.

Q: How many people work in that main building, would you say?

Mulet: Normally around 200 to 250 during working hours. But we have to be reminded that this earthquake happened after 5pm, so we don’t know how many people had already left the building at five o’clock. We don’t know that.

Q: The location of building that’s not next to the base, close to the airport, it’s in the middle of the city?

Mulet: It’s in a completely different neighbourhood, up on the hills of the city, on the road from Port au Prince proper on the road to Petion-ville.

Q: And it is called the Hotel Christophe, is that what you said?

Mulet: The Christopher Hotel. That’s the original name of the building.

Malcorra: I think one of the points to stress is that communications are very, very, very sketchy at this point. All the communications in Port au Prince are down, and we are only being able to reach the people who have been in contact with us through satellite communications. So this is not only sketchy, but also the few satellite phones are being used for operational purposes on the ground, so we need to be mindful of that. Sometimes we just cannot get through because they are using the telephones for other purposes on the ground, so that is part of the reason why it is hard to have a full picture of the situation, plus the fact that it is of course night there. It is in the same time zone we are in, so that makes things a little bit more difficult.

Q: Can you talk about the response that you are planning? Are you planning to send someone, maybe the SG, or yourself? What’s the plan?

Le Roy: I don’t know if the decision has been made yet. We will have a meeting very early tomorrow morning with the SG. So far, the people on the ground, it is very important that the chain of command of the troops is effective. The Deputy Force Commander is on the spot. The Force Commander was out of the country, but the Deputy Force Commander is in command. We are in contact of course with him. We are in contact with the Chief Mission Support – with various people in the mission. And they are trying their best. Of course, the urgent thing is to rescue the people in the main building.

Q: Do they have any security concerns about looting or things like that?

Le Roy: We have asked that question. So far, there are of course many people in the street, but as far as our building is concerned, again our troops are there. There is no security problem in our headquarters. But we don’t know about the rest of the city so far.

Q: What do you know of the general situation in Port au Prince? What kind of situation has been reported by the soldiers there?

Mulet: Well, the soldiers have been concentrating their efforts around our headquarters and trying to rescue our colleagues there. So, as Suzanna said, the communications are not very constant so we haven’t had a really clear picture of the situation there. The Brazilian battalion commander, who was on the phone with us a few minutes ago, confirmed that the situation in the streets is that there are many people in the streets, a lot of traffic, and people moving around, but he expected that, coming midnight, this is going to calm down and of course we will wait until tomorrow morning when there is sunlight.

Malcorra: One other thing that is not yet confirmed is whether the airport is fully operational, which is also another important consideration. That is going to be assessed tomorrow morning, because the implications on the airfield are not yet established.

Q: Is anyone preparing for a major relief operation?

Le Roy: Yes, of course. OCHA [Office for the Coordination of Humanitarian Affairs] is completely on top of this issue. You can ask John Holmes. Again, all that will be decided in the coming hours.

Hi Luigi,

What news are you hearing from our colleagues in Haiti. I understand that the HQ Bldg was destroyed. Have you been in touch with any staff there? I remember Sabina Copola from the Engineerin Section is currently in Haiti, but do not know any news. Hope to hear form you soon.

Makasih banget mas Luigi, iya tadi Eno sudah telepon ortu. Sekarang semua sudah tenang, asal sudah dapat kabarnya. Kita paham pekerjaan ini memang berisiko, tapi itulah pilihan. So, kita berdoa semoga semoga anggota team UN yang lain juga dapat ditemukan dengan selamat. Kami tahu mereka pasti akan langsung terjun untuk humanitarian aid untuk survival. Subject: Haiti Earthquake – Update #3

The general situation in Port-au-Prince remains as reported in the previousupdates. Damage to buildings and infrastructure is widespread and considerable; however, a proper assessment will not be available until there is daylight. There is concern about public restiveness when the sun rises and people begin moving about seeking assistance, food, and water. A wide range of assistance will be needed urgently. Rescue efforts continue through the night and casualty numbers are expected to be high…. See More

UN troops have been marshalled at MINUSTAH HQ; securing the area and searching the site. Some victims have been recovered but numbers and conditions are not known at this time. Heavy equipment was expected on the site over an hour ago to begin moving structures and clearing main routes.
SRSG Annabi and DSRSG da Costa are still missing.

MINUSTAH estimates that up to 3000 troops and police may be available for duties. The main airport has been confirmed as operational.

Several nations have made commitments to assist and these are expected to take form early today.The Situation Centre will continue to monitor develops. An update will be provided in the next few hours.

@Ekokusendang: Mbak Eko, aku udah ngobrol ama Eno & Yogi di Port-au-Prince, kira2 1 jam lalu, mereka ada di Intermission No. 181-3534 direct langsung ke DECT phonenya Yogi, alhamdulillah mereka selamat dan sehat, meski kita ngobrol sambil nangis. :-)

Kita rencana mau telecon-mereka dengan familinya di tanah air..mudah2an bisa nyambung koneksi telepon ke Haiti. Mohon doanya kawan-kawan sekalian ya..

Pagi ini saya diberitahu rekan wartawan BBC di London bahwa
berdasarkan info yang diterima dari sumber berita mereka, di Haiti saat ini terdapat seorang staf UN asal Indonesia (WNI). Menurut info tsb, nama staf termaksud adalah Sdri. Endang Dwi Septriani….

Nama tsb diperoleh dari keluarga ybs di Indonesia yang menurut BBC keluarganya saat ini tengah mencari info mengenai kondisi ybs pasca gempa bumi di Haiti yang terjadi Selasa sore kemarin.

Kita sudah cek ke Sekretariat PBB (Dept of Human Resources) dan juga ke pihak MINUSTA-nya sendiri, namun sejauh ini info awal yang kita peroleh, nama ybs tidak ada.

Mohon bantuan info sekiranya rekan-rekan memiliki info terkait status ybs.

Rasa Duka bela sungkawa atas para korban bencana besar yang mengguncang awal tahun 2010 di Haiti. Serta simpati mendalam bagi segenap keluarga korban yang masih harus berjuang untuk bertahan di daerah bencana.

Saya turut bersedih merasakan teringat bagaimana rasanya kala tahun itu gempa dengan korban ribuan orang tewas menerpa daerah dimana saya tinggal. Pemulihan yang memakan waktu panjang serta banyak kehilangan yang tidak pernah tergantikan.

Syukurlah juga dari sahabat saudara kita yang bertugas disana dapat dikonformasi kan bisa dihubungi via jaringan telepon.

Dear Luigi,

The tragic earthquake in Haiti is yet another example of how interconnected we are as a world community. While CRS does not appear to have alumni who were selected from Haiti, many of us know someone whose life was affected by this horrific event.

I don’t know the history of CRS alumni and responses to disasters like the tsunami or Hurricane Katrina, but it seems to me that this might be an opportunity to think about ways we, as individuals and as members of charitable groups could offer some small measure of assistance to those in need. You are as alumnae of CRS perhaps can lend a hand.

As with Katrina, the aftermath of this earthquake is likely to persist for quite some time. We at LAJF would be happy to coordinate communication among our alumni or to help you contact one another. Some of you might want to get together and consider an ARISE grant for a visit to Haiti and an offer of some helping hands.

Peranan Pendamping Peacekeepers
Well, edisi yang satu ini kalau mau diurai mungkin baru akan habis 4 hari 5 malam, kok nanggung?. Kenapa nggak sekalian aja 7 hari 7 malam?. Jangan dong.. nanti nggak tidur lantas hari Senin-nya nggak bisa bangun untuk kerja. Anyhow, merujuk judul artikel kali ini, saya ingin mengulas sedikit akan peranan sang pendamping. Biasanya jarang dalam artikel ini dan sajian bacaan di warung sebelah saya mengulas perihal si Idung Pesek ini. Ya, “Idung Pesek” itulah sebutan romantis sang pendamping saya. Mungkin bagi rekans yang selama ini sempat mengikuti rentetan panjang sajian cerita di warung sebelah akan faham seperti apa wujud, kelakar dan personality traits si pendamping peacekeepers ini.

Indobatt latihan dengan Tentara Spanyol di Lebanon
Latihan melibatkan empat tim dari masing-masing Kompi dengan skenario penempatan dua tim sebagai Temporary Observation Postn (TmOP) sebagai ujung tombak pencari informasi, dan dua tim lainnya sebagai Permanen Observation Post (PmOP), masing-masing postn terdiri dari enam personel Indobat dan 2 personel dari Spanyol, tim TmOP bertugas sebagai ujung tombak dilapangan sebagai pencari informasi dengan menggunakan peralatan pendeteksi canggih yang dimiliki Spanyol.

TNI Bantu Clearing Landasan Helipad di Dungu
(Dungu-Kongo, 19/01). Prajurit TNI yang tergabung dalam Satgas Kompi Zeni TNI Kontingen Garuda XX-I/MONUSCO dibawah pimpinan Letnan Kolonel Czi Sapto Widhi Nugroho selaku Komandan Satgas (Dansatgas) di samping tugas pokoknya memberi bantuan Zeni kepada Divisi Timur Brigade Ituri MONUSCO (Mission De L Organisation Des Nations Unies pour La Stabilization en Republique Demokratique du Congo) diantaranya mengerjakan jalan Dungu-Duru sepanjang 38 Km dan pemeliharaan Runway, juga melaksanakan clearing di sekitar landasan Helipad di Dungu agar tetap terjaga kebersihannya serta tidak mengganggu helly pada saat take off maupun landing, Rabu (18/1/2012).
